Reporting to the Deputy Director, the Head of the Steering and Optimization of Resources Department is responsible for the general administration of the City and Metropolis Sports Unit.

He/she ensures cross-functional collaboration within the Unit, with a view to ensuring the smooth running of the Unit and the security of work processes and associated administrative acts.

As the main contact for the Legal, Purchasing and Assemblies Division, the Finance and Management Consulting Division and the Human Resources Division, he/she steers cross-functional administrative management in line with the guidelines set by General Management. He/she oversees resource management, assists in decision-making and advises Sports Division departments in their team management and resource management activities.

Vos principales missions

  • Manage and lead department teams: Plan, coordinate and organize the distribution of activities within the department, define priorities. Help design and monitor management and assessment tools. Participate in the annual appraisal of agents and contribute to their professional development. Suggest ways of optimizing resources and improving internal procedures.
  • Assure administrative management and monitoring of legal affairs: oversee the drafting, monitoring and securing of public contracts (procurement contracts) and public domain occupancy agreements. Draft the associated administrative acts (decisions, deliberations), internal memos and procedures (prior selection on the public domain, litigation, insurance) of the Pôle.
  • Assure financial and budgetary management: Monitor the financial balances of the BP Ville and Métropole. Steer and control budget preparation and monitor the execution of primary and supplementary budgets. Monitor program authorizations/payment credits and multi-year investment and operating plans. Monitor investment grant applications and supervise the monitoring and awarding of grants. Make proposals to improve management and optimize resources.
  • Organize the management of human resources and replacement resources: Ensure the smooth running of the HR department (human resources). Manage and control HR data (payroll, work organization, agent management). Oversee the design and implementation of performance indicators and personnel monitoring tools. Liaise with the Pôle's departments on all matters relating to the Pôle's human resources.
