The Culture and Heritage Department implements this policy for the City of Montpellier and the Montpellier Métropole.
Vos principales missions
Reporting directly to the Head of the Project Management Department of the Culture and Heritage Division, the technician in charge of safety, security, accessibility and regulatory compliance is a cross-functional point of reference within the department.
- He/she provides expertise and interfaces with the engineers and technicians in the department's three operational sectors on all matters relating to safety, security, accessibility and regulatory compliance of equipment. He/she is also the main contact for internal departments, external partners and site users on these issues. In liaison with the departments concerned, he/she participates in the preparation of dossiers and presentations to the CST (Comité Social Territorial) and F3SCT (Formation Spécialisée en Santé Sécurité et Conditions de travail).
- The technician ensures the regulatory compliance of all cultural buildings and pilots diagnostics and studies in the cross-functional areas for which he/she is responsible.
- Piloting and monitoring operations relating to cross-functional issues linked to safety, security, accessibility and the regulatory upgrading of equipment in technical, administrative and financial terms, in the diagnostics and studies phase. Co-leadership during the construction phase, in close collaboration with engineers and technicians in the operational sectors.
- Preparation and follow-up of safety commissions, implementation and follow-up of periodic inspections and regulatory checks, organization and control of service provider interventions.
- Set-up and supervision of cross-functional contracts for regulatory checks, periodic inspections, technical inspections, etc. Act as technical interface with the administrative and contracting departments for the contracts concerned.
- Initiate a relational network relating to the cross-cutting issues dealt with: fire defense, safety, accessibility (SDIS, associations, internal and external departments, municipalities, companies, AMO, technical control offices etc.).
Contraintes particulières du poste
Specific features: Large number of buildings. Buildings of great technical complexity (technical equipment, SSI, anti-intrusion systems, access control, stage management, etc.), often of great heritage value. Flexible working hours, sometimes outside normal working hours. Frequent travel to sites and construction sites.
Pré-requis
- Cadre d'emplois des Techniciens territoriaux. The position is open to both permanent and contract employees.
- You have an excellent knowledge of ERP and workplace regulations in terms of accessibility, fire safety and security.
- You can carry out regulatory and technical diagnostics. You are able to provide technical and financial arguments in support of decision-making, and know how to define and summarize constraints and priorities.
- You are comfortable leading collaborative work groups. You enjoy teamwork and have excellent interpersonal skills. You have the ability to work cross-functionally and to lead a network.
- You have solid skills in CF-cf networks, fire defense systems, anti-intrusion systems and civil engineering work.
- A good knowledge of local government and the local environment is also essential.
- Mastery of Autocad and MS Project is a plus.
