All Montpellier residents receive an unconditional welcome: at the head office of the Centre Communal d'Action Sociale de Montpellier (CCAS) located at Port Marianne, as well as at its branch based at La Mosson, within the Espace Gisèle Halimi.
Identify residents' needs
The teams in charge of this first level of reception take care to identify each person's needs, then depending on the situation, direct beneficiaries to the appropriate services and institutions.
Specialized Information and Guidance Points enable people to be received every day, without appointment, for individual interviews with a professional. A digital space is also open to users with free access, and by appointment, with a digital mediator on the first floor of the CCAS headquarters as well as at the Espace Gisèle Halimi (NUMIKS space) at La Mosson.
Administrative assistance
The Pôle accompagnement administratif offers help with administrative formalities for Montpellier residents who have difficulty accessing or asserting their social rights. It is staffed by agents who act as mediators between the user and the relevant administrations.
All Montpellier residents can be received without appointment during CCAS opening hours, regardless of their situation or family composition.

Medico-Social Secretaries welcome Montpellier residents with social problems. They assess their situation, advise them and direct them to the right service or to a social worker on duty.
Every morning, users with access to rights can be seen by a social worker who assesses their social situation and provides support. If necessary, one or more appointments are proposed until their situation is stabilized.
Direct debit
The CCAS offers postal domiciliation to people who do not have a fixed address with a link to the commune, so that they can receive and consult their mail on a regular and confidential basis.
Legal social assistance
The CCAS manages the pre-investigation of social aid applications for the elderly and disabled.
Social assistance covers all or part of the cost of accommodation in a medical-social establishment, the cost of social support, or home help. Social assistance is means-tested. It is paid by the Conseil Départemental and recoverable from the estate on the death of the beneficiary.
At the same time, the CCAS carries out administrative inquiries concerning whether or not funeral expenses should be covered, for people with no means of support who die in the commune.
Optional assistance
The CCAS manages requests for optional financial assistance. This assistance is aimed at households assisted by a CCAS social worker, particularly those waiting for entitlement and/or in difficulty.
Combating fuel poverty
Montpellier households have been massively impacted by the recent rise in energy prices. So, to help low-income households combat fuel poverty, the CCAS has launched the SLIME program.
The aim of the program's visiting social workers is to identify, raise awareness of, inform and train households in fuel poverty. They work with them to define sustainable solutions for saving water and energy.
The people monitored receive personalized advice during a home visit. The scheme's social workers can also provide them with small energy-saving equipment. Households are then referred on a case-by-case basis to renovation programs, social, budgetary, legal or other support.
Support in finding, installing and/or maintaining accommodation
The CCAS has an agreement with Montpellier Méditerranée Métropole to provide support for priority groups under the Plan Départemental d'Action pour le Logement et l'Hébergement des Personnes Défavorisées (PDALHPD).
These households are referred in particular by the CCAS's permanence d'accueil social pour l'accès aux droits, pôle domiciliation and Centre d'Expérimentations et d'Innovation Sociale, as well as by certain territorial services des solidarités du Département.

Housing search
An individual 3-month follow-up, with the possibility of extending this support, is offered to Montpellier residents looking for housing. The social workers in charge of this measure activate the various existing schemes according to the individual's situation and priority criteria.
Housing maintenance
Housing maintenance assistance consists in clearing a rental debt or energy-related charges, provided that the landlord agrees to keep the household in the premises. Individual follow-up for 6 months, renewable once, may be offered.
Installation in housing
Installation support may be offered. Interventions focus on the following formalities: mobilizing aid, facilitating the opening of rights, meters and the choice of equipment. A non-renewable 3-month period of individual follow-up is offered.
