Take part in a major new stage in the financial management of local authorities.

A pioneer in accounting quality, the City of Montpellier is the first municipality, along with Paris, to have its accounts certified by an independent auditor, starting with its 2021 Administrative Account. The Pôle Finances et Conseil en Gestion (Finance and Management Consulting Unit), which also oversees the institution's Internal Accounting and Financial Control, is responsible for steering this process.

Reporting to the Director of the Pôle Finances et Conseil en Gestion, you will lead this process with all of the local authority's Sectors, and take up the challenge of leading Montpellier to unqualified certification.

Vos principales missions

Steer the certification process for the City's accounts in conjunction with General Management, the deputy delegate and the functional divisions concerned

Internal coordination of the certification process:

  • Assuring the centralization of evidence files
  • Animating and organizing certification steering bodies (COPIL, Risk Management Committee)
  • Piloting the awarding and financial monitoring of the Statutory Auditor contract
  • Participating in and representing the local authority at national certification working groups and bodies
  • Producing summaries of the process for the DG, elected officials and the Sectors
  • Ensure a legal and regulatory watch

Participate in the deployment of the City's internal accounting and financial control :

  • Produce the mapping of the City's financial risks
  • Construct and monitor the action plan emanating from the risk mapping
  • Coordinate the implementation of all control procedures in line with the normative framework
  • Identify malfunctions in procedures from the operative event
  • Identify fraud risks and propose control points to circumscribe them
  • Make recommendations in line with certification standards (balance sheet and off-balance sheet)
  • Monitor implementation of recommendations
  • Provide certification training for the Poles
  • Monitor evidence files

Guarantee control of financial risk for the City of Montpellier and the Metropole by monitoring provisions :

  • Assuring the calculation, budgeting and monitoring of provisions
  • Assuring the management of the risk management committee relating to the granting of loan guarantees by the City of Montpellier

Assuring the communication elements consubstantial with certification:

  • Co-editing the appendix with the SGC Métropole

Occasional activity: assuring support for the head of the accounting management department to ensure the reliability of the actif

Pré-requis

- You have a good knowledge of the budgetary and accounting rules applicable to local authorities. - You have an advanced level in Excel and are able to develop new tools - You are a team player and recognized for your interpersonal skills. - You are familiar with risk typologies, auditing and internal control methods. - You are curious, rigorous, autonomous and able to carry out documentary research. - You have good writing, analytical and summarizing skills. - You are comfortable using software for editing and validating deeds and deliberations.
