The Centre Communal d'Action Sociale de Montpellier is recruiting a Deputy General Manager in charge of resources.
This public administrative establishment, with 850 employees, deploys the municipal social project throughout Montpellier, in direct proximity to its residents. It runs a wide range of establishments (7 Ehpads, a homecare service, a home help service, a CHRS for women victims of violence) and local public services and policies (reception, domiciliation, social support, professional integration, educational success program, access to rights, combating non-use of services).
The DGA Resources is responsible for coordinating the CCAS's operational departments:
- human resources department
- financial and legal affairs department
- technical services department
It is a member of the general management team, made up of the General Manager of CCAS Services and the General Manager of Public Policy. This cross-functional team is responsible for steering the organization and mobilizing its resources, optimizing them to serve the social project drawn up in conjunction with the city. The general management team provides impetus for new dynamics, reinforces cross-functionality, and deploys a managerial culture based on delegation, empowerment, benevolence and trust.

Vos principales missions
You will participate in the general management team and represent your sector within the community. You will coordinate the departments and services in your sector and, by delegation, ensure the implementation, regulation, control and evaluation of departmental activity.
- Participate in defining the community's overall project, particularly in your area of delegation: steering/coordinating strategic projects, producing decision-support notes;
- Participate in the general management collective: leading group work and events, in liaison with other DG members (executive seminars, codir or overall monitoring of the establishment and administration project), cultivating cross-functionality and solidarity between departments;
- Supervising the management of departments in his/her sector: management of departments attached to the DGA, implementation of a new managerial culture, management by objectives and delegation;
- Piloting the resource management and optimization strategy in his/her sector: monitoring and steering resource departments, securing procedures, optimizing, evaluating public policies, coordinating and leading the resource culture within the establishment;
- Implementing, steering the evaluation of local policies and community projects: support for strategic projects led by the resource departments
- Assure institutional representation and negotiate with local players: liaise with funding bodies, support and lead partnerships with local players;
- Strategic and regulatory watch: continuous improvement approach, secure and optimize our procedures, integration into local and national networks.
