The impact of substandard housing on the health and safety of its occupants is well-documented: risks of lung disease, lead poisoning in the presence of lead, particularly in children, accidents linked to a building in a dangerous condition, a dangerous electrical or gas installation, damage to mental health in the case of housing unfit for habitation, and so on.
In order to prevent such situations, or take corrective action where necessary, the creation of an Intercommunal Housing and Health Service (SIHS) will enable the implementation of all administrative policies and resources in the fight against substandard and non-decent housing.
Eventually staffed by a team of 11 inspectors, an engineer and a department head, the SIHS is organized around two main missions:
- Handling reports concerning dwellings or buildings likely to endanger the health or safety of their occupants, until they are resolved,
- Implementation of the rental permit system.
As a specialized housing inspector, you will carry out health and building inspections, initiating the appropriate procedures, carrying out field investigations, ensuring compliance with current regulations, and providing technical and legal expertise in the following areas: administrative police procedures relating to insalubrity, peril and common facilities, departmental health regulations, non-decency, rental permits.
You will also contribute to awareness-raising and prevention initiatives in the fight against substandard housing and public health.
The housing inspector is commissioned by the mayor, authorized by the Prefect (art R1312-1 of the public health code) and sworn in by the Tribunal de Grande Instance. In this capacity, he or she is required to draw up reports and can impose penalties. To do so, they must demonstrate autonomy, discernment and responsibility.

Vos principales missions
- Implement regulatory controls and carry out field surveys
- Identify disorders presenting a health or safety risk and use the appropriate procedure according to the situation (mediation, verbalization, order with prescriptions, ex officio execution....)
- Study technical solutions and propose preventive and curative measures
- Draft reports, detailed letters, injunctions, minutes-verbaux et arrêtés
- Solicit technical expertise depending on the nature of the problem
- Supervise the follow-up of procedures undertaken
- Check that corrective measures have put an end to the risk
- Prepare technical elements in the event of litigation
- Participate in meetings with housing sector administrations and partners
- Ensure a legal watch and integrate regulatory evolutions into decisions
Contraintes particulières du poste
Depending on the situation, the position requires the use of personal protective equipment (helmet, boots, mask, gown, gloves).
Safety rules specific to the position (safety protocol, mandatory training, etc.) :
- Work on dilapidated buildings and in unhealthy or pathogenic areas (mold, etc.), requiring PPE to be worn according to the risks identified.

Technical expertise and risk identification in housing, regulatory expertise in public health and building safety, survey techniques.
Evaluate a given situation in the light of regulations, field surveys and witness accounts, propose preventive and corrective responses to identified risks, and contribute to the implementation of selected measures.
